Historically there has been no licence on the WMF puppet repo.  This means we
have many contributions which were made when there was no explicit permission
regarding licence.  In an effort to try and improve this going forward we have
decided to adopt SPDX and will tag all new files with the Apache-2.0 licence

To address historic contributions we have asked for contributors to indicate
that they agree to retroactively license their contributors.  One can either
indicate this by creating a Change/Pull Request adding your name and email
below or adding your name to the T308013 phabricator tasks (listed below) It
will be ensured that this list is updated with values from the phabricator task

New contributors are not required to do anything as we now require any new
contributions to include an SPDX header.  Further to this wikimedia Foundation
Employees (commiting with a @wikimedia.org address) need not act as their
contributions are already covered
