Add optional NAMESPACE arg to `add_halide_library()` (#5467)
 
* Add optional NAMESPACE arg to `add_halide_library()`

This is just syntactic sugar for adding the namespace explicitly to the function name, but for code with long namespaces and/or function names this can make for more readable build files. (The Bazel/Blaze build rules offer a similar option and it works well there.)
