Add a directory handler that uses the MANIFEST.json for listings.
 
With many generated files in the repository, e.g. everything generated
from .any.js, the directory listing generated from fielsystem paths is
increasingly inaccurate. A better approach is to assume that anything
listed in the test manifest is something that may be loaded, including
generated files and variants.

This patch loads the manifest when starting wpt serve, and uses the
contents to build a directory listing. Such a listing won't include
any files that aren't in the manifest. Notably this includes .any.js
files, since they contribute a number of tests, but don't appear as a
support file.
