`ur test use` blindly loads modules but now we have some modules that
conflict, i.e. Genome::Site::{TGI,CLIA}. The web server also loads all
modules so we have conditional logic in it to deal with issues like
this. For now we can rely on the web server module instead of `ur test use` to
get all Perl modules compiled.
