Activate the support for options from environment variables for swh-scheduler tool
 
so that one can type (typically in a venv, with services running in dockers):

  (venv) swh-environment$ export SWH_SCHEDULER_URL=http://127.0.0.1:5008
  (venv) swh-environment$ swh-scheduler task-type list
