It used to use the rule and template IDs to reconstitute the constituent rules, but then the meta-param valueslike -hints and -order were lost in the conversion. Instead of fixing the ID composition and decomposition to do the right thing, we'll just save a reference to the constituent rules when making the composite rule, and return the parts directly in underlying_rules()
