pkg/fswatcher: fix leak of Watcher.loop
 
Watcher.loop will never exit if Watcher.Close is called while an event
or error is being written to w.Errors or w.Events. Fix this by checking
for w.stop.

This allows running TestWatcher a couple thousand times without running
into "too many open files".

disclosing them in any public forums.

A threat model for Cilium and recommendations for running Cilium in production

taken this threat model into consideration before making a report, including
considering the feasibility of an attack against a correctly secured
environment.
