Merge branch 'ds/for-each-repo-noopfix' into maint
 
"git for-each-repo --config=<var> <cmd>" should not run <cmd> for
any repository when the configuration variable <var> is not defined
even once.

* ds/for-each-repo-noopfix:
  for-each-repo: do nothing on empty config
