Add scripts for detailed comparison of two offline search runs (#3287)
 
* Add scripts for detailed comparison of two offline search runs

* Relocate offline search workflow comparisons from tools/ to bin/

* Add copyright statements to all newly added search comparison scripts

* Clarify some arguments to 'pycbc_injection_set_comparison'

Welcome to PyCBC, a python toolkit for gravitational-wave astronomy and data analysis with the goal of detecting and studying gravitational waves from compact binary coalescences (CBCs) and other sources.
