Instead of picking the "latest" library, exit when there are more than one with the given name

As part of the postgres-id-sorting change, we can't rely on the "highest" ID
being the newest thing anymore.  There's no obvious time associated with a
library so no good way to keep the old behavior, which seems bad anyway
