[ci] Added msvc-code-analysis.yml for GitHub Actions.
 
This will run a [Visual Studio based code analysis](https://docs.microsoft.com/en-us/cpp/code-quality/quick-start-code-analysis-for-c-cpp?view=msvc-170) with GitHubs CI on master.

Results can be viewed:

- At https://github.com/ufz/ogs/security/code-scanning
- In VS Code with the [Sarif Viewer](https://marketplace.visualstudio.com/items?itemName=MS-SarifVSCode.sarif-viewer) extension
