Fix the need for a manual restart of the ircecho service when the configuration is changed by making the config file notify the Service resource that is created by Base::Service_unit. Also change the require for Base::Service_unit to wait on provisioning of the actual python script. There is no need to require the config anymore because of the notify relationship.
