GetSnapshot() and ReleaseSnapshot() to move new and free out of DB mutex
 
Summary: We currently issue malloc and free inside DB mutex in GetSnapshot() and ReleaseSnapshot(). Move them out.

Test Plan:
Go through all tests
make valgrind_check
