Created the ConfigurationParameterUtils class to handle retrieval of parameter names and values for the LeoConfigurationParameter annotations. Updated the LeoBaseAnnotator and BaseLeoCollectionReader to use the ConfigurationParameterUtils to get parameters instead of handling them on their own. Changed the BaseLeoCollectionReader to do all initialization. Next will update extending readers.
