The semantics of the STEPS_TO_QUOTA instruction changes each time the gas constants are modified to better reflect the real costs. Moreover, because of STEPS_TO_QUOTA, the interpreter is not monotonic: it is easy to write a contract that runs successfully at some gas amount but fails when more gas is given.
