* Various chnages to make compatible with GPflow-1.0 * Changed design so that now the random parts of random features exist as TF variables -- this works quite nicely as now one graph/session so do not need to worry about creating multiple redundant tf.Variables. * Lazy creation of Variables via templateflow. Do not get created automatically like params. * Improved the tests: Some of the higher level tests were not too sensible.
