Fixes #1348 by
* only adding gast as a requirement if tensorflow is not already installed;
* we check what's the latest available version of tensorflow on pypi and select a version of gast accordingly (gast<0.3 for tf<2.2 and gast>=0.3 for tf>=2.2)
