Merge branch 'jzhang/LC_machconf_maint-2.1' into maint-2.1 (PR #6382)
 
- update mach config for Livermore Computing (maint-2.1) according to scream repo
- have to remove --append in config_machines.xml for these two branches
- the changes for maint-2.1 and maint-2.0 are the same

./create_test SMS.f19_g16.S and a WCYCL20TR test have passed build
