Addded a test for top or bottom nodal row back into horizontal_bc (earlier moved from
 
Regional_boundary_conditions and Full_boundary_conditions to BC_util.c) to see if this 
helps fix a bug reported by Dan that I could not reproduce in the non-pyre version.
