* Linear and Polynomial kernels did not respect active_dims properly in Kdiag.
- Added slice call to Linear.Kdiag
- Fixed TestSlice to test more kernels.
- Fxied TestSlice to have the correct inputdim.
* Fixed `input_dim` in `test_kerns.py`. Added assertion.
